This is a complete Rear Sight Assembly for the Russian M91/30 rifles. This will also fit the Finnish M91/30 as well.

Most of the rear sight bases come off fairly easy, looking from the top under the sight leaf, at the rear of the base,do you see what looks like a slotted screw head? if so, you may need to drill it out before proceeding, I have never had any luck trying to turn them out. Once the pins are removed the base should tap off towards the front of the barrel, as it is on a dovetail. I have seen a few that are soldered in place.
